A federal judge ruled that President Trump exceeded his authority by federalizing the California National Guard without the consent of Gov. Gavin Newsom.
Trump lawyers told the court that Trump has "no obligation" to consult, or even notify California Gov. Newsom before federalizing National Guard troops to quell anti-ICE protests.
California Gov. Gavin Newsom filed an emergency motion on Tuesday to block the Trump administration's deployment of Marines and National Guard.
The governor's office says the proclamation "is a precautionary measure in reaction to recent instances of civil unrest across the country."
